Marine Aquaculture Policies and Regulations in Puerto Rico

Marine aquaculture in Puerto Rico has the potential to support local livelihoods while delivering environmental benefits.

While research has identified promising species and farming opportunities, industry development has been limited by regulatory complexity, infrastructure gaps, hurricane risk, and market challenges. This report reviews Puerto Rico's marine aquaculture landscape, outlines current permitting pathways for seaweed and shellfish cultivation, and identifies opportunities to support the sustainable and inclusive growth of the sector. It also highlights the importance of strong governance, supportive policies, and systems-based planning to optimize both environmental and socioeconomic benefits.
