Policy Recommendations to Accelerate the Sustainable Development of Seaweed Aquaculture in Kenya and Tanzania
In the aquaculture sector, irrespective of the species being cultured, enabling policies and environmental regulations offer the foundational framework for supporting sustainable growth, innovation, and resilience. A well-established policy framework maintains a balance between economic growth, environmental preservation, and social responsibility. Ensuring the effective implementation and enforcement of these policies is essential to unlocking the full potential of the aquaculture sector as a key contributor to food security, economic development, and environmental sustainability.
Across low-, middle-, and high-income countries, seaweed farming is steadily gaining attention as a nature-based approach to economic development with the wide range of applications for seaweed, spanning from food, food supplements, animal feed, fertilizers, biostimulants, to the potential as alternatives to fossil fuels and plastics. However, a potential challenge lies in the fact that, as with any industry, rapid expansion often results in unforeseen ecological and socio-economic impacts, especially during early stages of industry development in new geographical regions. This is especially the case in situations where regulatory policies governing the industry are still in their infancy.
The backbone for a successful development of any sector relies on institutional support from government, research entities, industry players, and other stakeholders. Additionally, policies promoting an enabling industry environment are vital for fostering collaboration, innovation, and investment within the seaweed farming sector. Another important cornerstone is a robust regulatory framework designed to reduce entry barriers for newcomers to the seaweed cultivation industry while emphasizing the implementation of best management practices and encouraging research to foster sustainable sectoral growth through responsible farming methods. Together, these diverse policies and initiatives form a comprehensive strategy that can promote the growth of a sustainable and resilient seaweed aquaculture industry.
To foster the sustainable growth of seaweed aquaculture—meaning enhancing production while preserving ocean health— in Kenya and Tanzania, TNC has developed recommendations for relevant enabling policies and regulations for each country. A thorough review of relevant literature and policies, combined with insights from expert interviews, was conducted to identify key areas for improving policies. The analysis focused on the regulatory framework, supportive infrastructure, research and innovation, and best management practices. Examining these four areas allowed for identification of the most important gaps and opportunities for policy development.
